Radio Tower

5F: The fake Director, a disguised Team Rocket Executive, gives you the Basement Key after you beat him, 3 tiles south of the west stairs.

Beat the Team Rocket Executive on 5F and the Director walks in with the Rainbow Wing; while you hold it, Ho-Oh waits on Tin Tower's roof.
