Once Route 36's Sudowoodo is gone, the Flower Shop Girl gives a Gracidea if a Shaymin leads your party and one is from a distribution event.
With the Plain Badge and no Squirt Bottle in your bag, you get one from the Flower Shop Owner, 4 tiles north and 2 west of the exit.
